Special Treatment Improvement Additions for Nursing Care Staff, etc. - "Visualization"
As part of the efforts to improve the treatment of nursing care staff, the "New Economic Policy Package" (Cabinet decision on December 8, 2017) stated, "To further advance efforts to secure nursing care personnel, we will focus on improving the treatment of staff with experience and skills." This initiative was addressed in the 2019 nursing care remuneration revision following the consumption tax increase in October 2019. As a result, the "Specific Treatment Improvement Addition for Nursing Care Workers" was introduced in the 2019 revision. To qualify for this addition, the following requirements must be met.
Requirements for Calculation of Special Treatment Improvement Additions for Nursing Care Staff, etc.
- The current treatment improvement additions I to III must be calculated.
- Regarding workplace environment requirements, the following categories must be addressed:
Initiatives to promote employment
Support for improving qualifications and career advancement
Support for work-life balance and promotion of diverse work styles
Management of physical and mental health, including back pain
Initiatives to improve work to boost productivity
Fostering job satisfaction and motivation - Efforts to improve the treatment of nursing care staff, beyond wage increases, must be made visible.

What is the "Visualization" Requirement?
To qualify for the Special Treatment Improvement Additions for Nursing Care Workers, etc., the above requirements must be met. Among these, the "visualization" effort includes publishing the status of the treatment improvement additions, including the Special Treatment Improvement Addition for Nursing Care Workers, as well as specific actions to improve treatment other than wages. These efforts must be made visible to the public, such as through the nursing care services information disclosure system or the company website.
